UN Secretary-General pays official visit to IOC President in Lausanne: "The two leaders reviewed the situation in South Sudan, where war has forced millions of people from their homes, pushing them to the brink of famine. The IOC President informed the UN Secretary-General about a recent joint meeting he held between representatives of the Sudanese National Olympic Committee (NOC) and members of the South Sudanese sporting movement. Following the recent signing of the MoU between the IOC and the UN, the South Sudanese said they were able to contact local representatives on the ground in South Sudan to work on potential projects. In parallel, the IOC has started to work with the NOC of Sudan, International Federations and training centres in the region to identify and assist athletes with the potential to qualify for the Rio 2016 Olympic Games.

The meeting also covered a possible joint initiative in the Central African Republic. The project, initiated by the local NOC and supported by the IOC, would involve more than 1,800 athletes and sports representatives promoting sport as a tool for peace. The initiative would also encourage political leaders to work towards finding peaceful solutions to conflicts. Concrete activities would include peace “caravans”, sports competitions between neighbourhoods and regions playing for “fair play and peace” trophies, as well as conferences and debates. Being very active in the country, the UN proposed that a feasibility study be conducted with regard to the implementation of the project."

Rogge was recently appointed as Special Envoy of the Secretary-General for Youth Refugees and Sport. In this role, he will support the UN Secretary-General in advancing peace, development and an inclusive society through sport.

Details of the trip are still to be finalised, but the visit will be the occasion to assess on the ground the benefits sport-based initiatives can bring to young refugees and local communities.

The IOC President also briefed the UN Secretary-General on the progress being made on the Olympic Agenda 2020, a strategic roadmap for the future of the Olympic Movement. Fourteen Working Groups are meeting between 16 and 24 June to work on the thousands of contributions the IOC has received. Each group is made up of key stakeholders of the Olympic Movement and outside experts, including the UN Secretary-General’s Special Adviser on Sport for Development and Peace, Wilfried Lemke."

UPDATE: Security Council, Ban commend Guinea-Bissau as electors count ballots. With ballot counting underway in Guinea Bissau’s presidential run-off, the United Nations Security Council and Secretary-General Ban Ki-moon today welcomed the successful conclusion of the second round of voting and urged the political parties to peacefully address any grievances arising from the elections through the appropriate channels. In a statement read out to the press by Ambassador Oh Joon of the Republic of Korea, which holds the Council’s presidency for May, the 15-members called on all parties to respect “the democratic will of the people.” They “call upon the security services to respect the constitutional order” including the election results, and reiterated “the demands to the security services to submit themselves fully to civilians control.” The second round of presidential elections was held yesterday after citizens first went to the polls on 13 April. Postponed several times, the elections are the first to take place since the 2012 military coup which ousted interim President Raimundo Pereira. They are widely seen as essential to restoring constitutional order, economic growth and development. “Once again, Bissau-Guineans have demonstrated their commitment to peace and democracy by turning out in large numbers to cast their ballots,” his spokesperson said in a statement from Mr. Ban who is currently on an official visit to China. The successful conclusion of the elections “will go a long way to restoring constitutional order in Guinea-Bissau” and “usher in and consolidate the stability that has eluded the country for too long,” he said. At UN Headquarters in New York, José Ramos-Horta, Special Representative of the Secretary-General and Head of the UN Integrated Peacebuilding Office in Guinea-Bissau (UNIOGBIS) briefed the Council alongside the chair of the Peacebuilding Commission’s (PBC) Guinea-Bissau configuration, Antonio de Aguiar Patriota. The 15-member Council will vote by the end of the month whether to renew the UNIOGBIS mandate, and if so, whether to change its mandate. “The end of the transition is the beginning of a new phase which will require our continued engagement and full commitment to assist the people of Guinea-Bissau,” said Mr. Ramos-Horta via video teleconference from Guinea-Bissau. In the immediate post-election period, the newly elected Government would need emergency budgetary support to help it cover outstanding salaries in order to begin the necessary work of rebuilding the State in an atmosphere of calm and stability. He went on to say that UN agencies, funds and programmes need the necessary support to help them provide technical assistance in effecting reform of the public administration, providing social services and revitalizing the economy. International financial institutions should make every effort to support the socioeconomic revitalization of Guinea-Bissau, without which the new Government and the restored constitutional order would run the risk of collapsing very soon, he emphasized. However, he went on to stress: “It is clear that the new, elected State institutions are inheriting a bleak political, social economic and security situation.” Major challenges must be tackled, with acrimonious civil-military relations and issues of civilian oversight yet to be addressed.

The new Government, Mr. Ramos-Horta continued, will need to mobilize all citizens to engage in a serious, inclusive and constructive dialogue, he said, adding that a consensual national programme of political stabilization and economic development must be the first step, alongside the fast-tracking of critical security sector reforms. In helping the National Commission for Planning and Strategic Coordination prepare for the incoming Government, he said, UNIOGBIS has, among other activities, held workshops to identify proposals awaiting the new Government’s approval, which would address the need to update the National Strategy Document on security-sector reform and the rule of law. “I believe we find ourselves today better positioned, from a technical point of view, to re-engage with Guinea-Bissau,” said Mr. Patriota, adding that the UN is also better positioned to devise a comprehensive and more effective strategy in support of legitimate authorities. He added that the UN will work with the incoming Government on a new set of national peacebuilding priorities. UPDATE: UN Security Council Urges Holding of Peaceful, Credible Polls in Guinea-Bissau. United Nations Security Council has urged all national stakeholders in Guinea-Bissau to facilitate the conduct of peaceful and credible elections on 13 April, when citizens of the West African nation will participate in long-delayed president and legislative elections. In a statement issued to the press on Thursday, Council members also urged national stakeholders to respect the results of the polls "as an expression of the will of the people of Guinea-Bissau" in line with the country's agreed electoral code. "They also called upon them to refrain from any action that could hamper the electoral process and to live up to their responsibilities in the interest of lasting peace and development in Guinea-Bissau." The statement followed a briefing received by the 15-member body earlier in the day in a closed-door session by Jeffrey Feltman, the Under-Secretary-General for Political Affairs, on the situation in Guinea-Bissau. The elections, which have been postponed several times, are seen as a crucial step on the path to restoring constitutional order in Guinea-Bissau, which is recovering from an April 2012 coup. Council members welcomed the successful conclusion of the voter registration process, and acknowledged that funding and preparations for the elections were "well on track."
